\u003cp\u003e“十五五”规划纲要明确写入“减轻参保者个人费用负担”的另一个因素是近年来我国个人卫生支出占全国卫生总费用的比重出现了微幅上涨的态势。\u003c/p\u003e \u003cp\u003e根据全国卫健委历年的统计公报，我国个人卫生支出占全国卫生总费用的比重从2017年连续5年下降，2022年降到27%，2023年升到27.3%，2024年升至27.5%，高于《“十四五”全民医疗保障规划》所制定的2025年达到27%的预期目标。\u003c!--AI_MID_AD_0--\u003e\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e \u003cp\u003e近年来，多位专家和代表委员在两会期间建议‌将医保保障机制从“基金封顶”转向“个人自付封顶”‌，以强化对重病患者的财务保护。\u003c/p\u003e \u003cp\u003e全国人大代表、中国社会保障学会会长郑功成在接受采访时建议，将当前医保基金支付封顶制转向个人自付医疗费用封顶制。即无论医疗费用是多少，个人负担的比例都可以控制在30%或20%或10%以内，让参保人有稳定的医保预期。\u003c/p\u003e \u003cp\u003e金春林认为，当前建立个人自付封顶线的困难主要是医保基金难以承担，但这个困难可以用集采等“腾笼换鸟”的方式去解决，该节约的地方节约，该使用的地方使用。\u003c/p\u003e
